GED (General Educational Development) testing in the state of Minnesota is handled by the Minnesota Department of Education. Minnesota is continuing its partnership with GED Testing Service and, as of January 1, 2014, offers the new 2014 computer-based GED test.
There isn't a lot of information available on the department's website. If you read the Adult Education paragraph carefully, you'll find a reference, but not a link, to the Minnesota Literacy Council, which provides literacy resources.
